Address lack of authority to implement measures

In many cases a city council lacks authority to change certain taxes unilaterally because a city-wide vote is required. In other cases, city leaders might be limited by state policy. Based on the city's fiscal SWOT analysis, city leaders can address certain tax and expenditure limitations to bring the fiscal structure into long-term balance.
